Sent to Lincolnshire County Council less than a minute later. Council ref: 439247.
Customer has stated a Service Cover is sticking up and causing damages to vehicles and pedestrians. Customer has also stated that it scraped the bottom of their car and almost caused an accident.

We are sorry we are not acting further on this enquiry. The utility apparatus cover described is located within the highway verge where there is no formal or legal vehicle access available to the property concerned. Crossing the highway verge and footway in this way is illegal and the property owner is asked to cease doing so. Alternatively they can apply to their local District Council for planning permission to construct a legal vehicle access over the highway. Please also note that once they have planning permission, they will need to formally apply to Lincolnshire County Council before they drop the roadside kerb and construct the new vehicle access within the highway.
