Directly out side our property on Wolsey Way (92) continual obstruction of the Highway to other road users

This owner of the vehicle who is the Son of the neighbour at 86 Wolsey Way but is not a resident of that address. Habitually uses our dropped kerb directly on the junction of Thurlow Court /Wolsey Way and parks within feet of the road junction and also making it difficult for all other road users between Thurlow Court and the mini roundabout junction at Milford Close This had previously ben reported by telephone and sought advice from the County Council away back in 2019 and before that with the previous residents who ran an Air B and B I have tried to speak with the owner and neighbour initially with some success but since the middle of this year it has got worse to the point that this is happening most evening between 16:30-45 and 22:00 - 30 causing issues for all local road users , and neighbours opposite with access and egress to their drive at peak times. It is not as though there is never any space available on the extended driveway at no 86 but this individual insists that he is within his rights to park on the grass verge.
I have tried to be reasonable with him and have asked politely to respect the local environment and grass verges as I have maintained them by cutting the grass over the last 22 years there seems to be no respect or regard to other road users and it is only a matter of time that there will be other accidents due to the closeness of the vehicle to the road junction It is only 2 years ago that within the space of 24 hours that 4 vehicles were written off because there had been two vehicle parked on the road side which were contravening the Highway Code , on the first occasion in the very early hours on Saturday 18th January a vehicle travelling North along Wolsey Way took evasive action drove through my lavender hedge across my drive, taking out the Road Sign for Thurlow Court and ended up in my neighbours garden. Later that morning whilst those same two cars were still there were collided with by a driver blinded by low sun

As parking on the verge is not an offence in its self we will not be taking any action at this time, though this issue can be reported through our nuisance parking tool via the following link https://www.lincolnshire.gov.uk/ xfp/ form/ 351 for our parking services team to investigate.
