Sent to Lincolnshire County Council less than a minute later. Council ref: 449807.
Currently progressing City Fibre trench digging up of the long stretch of grass verge on Fulmar Road's western side between the road and the pavement is seriously substandard - much disturbed soil and rubble has not been compacted, some has already spilled into the highway gutter in recent light rain and much more will do so in heavier rain and likely block the drains and cause localised flooding; similar spillage onto the pavement will cause slippery conditions for pedestrians, particularly with continuing frosts forecast in the next few days; grass seed scattered over some dug-up areas will not germinate and will just rot in the continuing cold weather; when Council grass cutting is eventually done the uneven verge will lead to scalping of some sections. These substandard works started a few weeks ago.

In this instance we don’t intend on taking immediate action. Because our current resources are extremely limited we have to focus our enforcement on matters of a significant danger or nuisance to road users. We can, however, continue to monitor the site during our routine inspections and will review the situation. Thank you for reporting this matter.
