Entrance to car parking for 202 thro 216 Dunkirk Road

Sent to Lincolnshire County Council less than a minute later. Council ref: 451357.

A green box has appeared at the entrance to the car parking area. The gap in the railings is partially obstructed. The gap was made large enough for the future access of heavy plant and large vehicles for when we have the car parking surface rebuilt. The box is in the way. Who gave permission to place the box there?
