Flooding due to unmaintained Drains X 2 coming upto Residential Property Door.

The water is tracking back upto the Front Door if our Bungalow. Their are two drains - where as the others on the same stretch appear to be filling and taking the water away. These are not doing that and appear to be completely blocked. Vehicles are then having to go around this into oncoming traffic. This has been reported before by LCC just closed the case and was never cleared or investigated. Could someone please clean out and investigate these two drains.
