The storm drain / road side gully

Dear sir / madam
Highways recently completed soon work in the location highlighted which was a measure to prevent ongoing flood / flood risk issues . Despite raised curbs being fitted I am amazed that the storm drains were not cleaned out ? . As you will see from the photo , they are full ( around 6 inches ) of deep of soil / debris which means that the surface run off water isn’t being contained . You will see weeds growing out of the drains . The subsequent oversight of not cleaning the drains , is that the flooding issue which we tried to resolve ( for over 2 years ) will not be helped. Firstly I would like to ask who signed off the recent works at the top of Royal Oak lane ? And secondly surely cleansing the drains of debris surely must be part of reducing flood risk .
I look forward to hearing from You . Best regards Benjamin jackson
