Blocked drain on Witham Street.

Sent to Lincolnshire County Council less than a minute later. Council ref: 464354.

I have reported this drain as being blocked on several occasions because it's full of sludge and it takes more than 2 hours to drain away and it's a risk to property but it never gets repaired as I this is what the rules are but it never gets done or just forgotten about after a period of time.
