Sent to Lincolnshire County Council less than a minute later. Council ref: 468866.
Home owner has left the hedge to over grow and restrict access for disabled and restricted mobility to use the pathway. The pathways are around 160cm around the estate, but are just over 50cm at the narrowed part not allowing wheelchair users to pass without going on to uneven grass verge. The home owner has trimmed the hedge recently so you can see the street sign.

In this instance we don’t intend on taking immediate action. Because our current resources are extremely limited we have to focus our enforcement on matters of a significant danger or nuisance to road users. We can, however, continue to monitor the site during our routine inspections and will review the situation. Thank you for reporting this matter.

You do not need to do anything apart from inform them they need to keep their property and boundaries clear of public footpaths, You will be both responsible for any incidents caused due to lack of access along the public footpath.
