Drain still blocked after years of reporting

Sent to Lincolnshire County Council less than a minute later. Council ref: 470517.
In red cycle lane..not exceptional circumstances or severe downpour so those excuses are now redundant, proper work required. Flowline obviously didn't clean it at all or didn't do a thorough job. Like various others

We are sorry but we are not taking immediate action with this report because when inspected during heavy rainfall, there was no potential for internal property flooding and no standing water on carriageway of concern. Thank you for reporting this matter.

You seem to have a full book of excuses LH. A drain is supposed to divert water, not hold it. Therefore it is not doing its job. You outsourced to flowline to "clean" drains that weren't blocked, and they left drains that are blocked and have been for years? Why are you allowed to squander our money away? And why are you not acting on this defective drain, you clearly admit above that there is an issue with it(and other drains I have reported)
There is standing water in the cycle lane when it rains (if you visited today, it hasn't rained, I wonder if you realised that's why the drain wasn't full)
