Sent to Lincolnshire County Council less than a minute later. Council ref: 472054.

Caller states that's arborist who came out to fel tree as it was dying/diseased. The arborist told the caller that highways would be out after the removal of the tree (A few weeks ago) to clear up the debris and sort out a large section of root sticking out of the verge.
