Bt or general broadband double manhole cover

Sent to Lincolnshire County Council less than a minute later. Council ref: 472413.
Used to be flat with surrounding pavement but now the blocked paving edging is a lot higher and a serious tripping hazard but also I am concerned in case whole manhole is sinking or unstable as there's a huge pit underneath, it is adjacent to 1 Wessex Close which is my house

Someone has been out and just swapped over the covers and haven't solved the problem at all, they said they were told not to deal with the raised bricks. Tgis has not helped and the new covers stick up on the lower end and have caused a further trip hazard. In addition when i came home from work and saw it they have used white covers which are an eyesore and don't match the surrounding area (photo on left), the previous covers were same colour as ones over the road (photo on right). This is not acceptable. I see from the history that highways dept fobbed this off onto telecoms provider whereas the bricks are the problem which are part of the pavement and therefore i would have thought were the highways problem. I am not bothered about tripping hazard myself but was concerned for other people walking along there and postmen etc. Surely it is not difficult to take out 2 or 3 bricks and scrape out a bit of earth from underneath and put them back that is all that needed doing for the ones that are sticking up. Absolutely unbelievable that someone thought swapping over perfectly good covers would solve the problem when they just sit in the base and it is the surrounding bricks on one end that are the problem. They have now ruined the pavement and it looks terrible.
