Sent to Lincolnshire County Council less than a minute later. Council ref: 477379.

The pipe underneath the road from Eastgate to adjoining Hagbeach which drains the water from Eastgate to the conservation area diagonally opposite is blocked causing the ditches to overflow. The ditches have been maintained but the pipe underneath the road is blocked. Concerned that the roots of trees will be loosened and could fall into the road causing a hazard. We have contacted South Holland Drainage board who have investigated and said this is the responsibility of the Highways agency.

  • Great news, we’ve had a look at the issue and we have now passed to our Highways Officers for the team to assess what can be done to resolve the matter. We’ll let you know when the assessment has taken place.

  • The County has received a large amount of rainfall in a short space of time and as such we are having to prioritise flooding sites which pose a risk to life or significant risk of internal flooding. It’s worth noting that at times of extreme weather even well-maintained drains can become overwhelmed and at the moment gullies may not be able to drain away into watercourses which are full or backing up. If the problem happens again but in less extreme conditions then please report this to us and we will investigate the issue again. Rest assured that our we will be inspecting all drains and gullies in the coming weeks once the emergency response is over.

  • We are sorry but we are not taking immediate action with this report because we have no drainage at this location. If the pipe is under the carriageway it could be the Internal Drainage Board's responsibility. Thank you for reporting this matter.

  • So a drainage pipe that runs under a public highway is not the responsibility of any department within the local authority. From the feedback that you have so far given, neither the Highways Agency nor the Drainage Board are willing to accept responsibilty. I find this surprising given that there must be many such pipes in this rural, agricultural area. The blockage of this pipe is preventing water runoff from the public highway, resulting in further deterioration of the road. Please can you identify who this issue should be reported to. This surely cannot be a unique problem.
