On Canwick Hill near to the bottom of the hill on the left

Sent to Lincolnshire County Council less than a minute later. Council ref: 477822.

The sign showing whether the outside lane is open or closed is broken (contraflow lane?). It's unclear whether the outside lane is open to traffic going into Lincoln.
