Large obstructive Advertising blocking visibility

Sent to Lincolnshire County Council and West Lindsey District Council less than a minute later. Council ref: 479125.

There is a triangle of herras fencing on the verge blocking visibility out of the junction. Isn't this unlawful advertising on the highway.
