I note that works to the next Cherry Paddock phase has commenced despite previous planning obligations concerning bringing the junction at Hawthorn Road up to an adoptable highways standard. I understand the works outstanding include, but not limited, to the following:
Work within the highway boundary
Repairing / upgrading three highway road gullies Repairing adjacent pavement and road kerbs Harmonising road gradients and camber at the junction
Housing Development Obligations
Completing road surface in accordance with planning approvals Repair, proving and commissioning surface water drainage system along Cherry Paddock Road
Please will you advise timescale for completion of works associated with discharging planning obligations.

I note that a highways team inspected the Hawthorn Road Cherry Paddock junction last week. We all agreed repairs and remedial work is needed at this road junction. Moreover, new water services and meters within the footpath will probably have damaged the outfall of a highway road gully. A temporary repair was carried out connecting this gully to the (end of line) development drainage system but has proved to make the pooling of water worse. We further noted two road gullies positioned on the opposite side of road were inoperable and probably blocked. Please advise of highways intended action when investigation is completed. Please note the developer must complete repairs, remedial work and finish the road junction to highway standards. This is an outstanding and existing planning approval condition.

Incomplete and defective work associated with road surface and drainage means avoidable flooding at Hawthorn Road junction continues. Proving the housing development drainage system is contingent on completion of access road surface. Please will you ask Highways to pressure the developers to expedite completion as required by planning conditions. The remaining land has been sold and another developer will be constructing houses. Please will you establish who is responsible for finishing the road junction and discharging outstanding planning conditions.
