Sent to Lincolnshire County Council less than a minute later. Council ref: 491127.

This has been reported on several occasions in the pas,. There is a culvert running under the road which is either blocked or collapsed, When there is heavy rainfall water gushes from the base of the telegraph pole opposite Hunt House and appears from the grass verge. See photos. This matter was discussed at the Welbourn Parish Council meeting and the following was resolved: 8.5 Councillors expressed concern that the LCC Highways deemed that the gushing water coming out of the verge on The Green adjacent The Manor Care Home is a spring. It is the Parish Council’s view that this water is due to a blocked / collapsed culvert. 8.6 Resolved: That LCC Highways be requested to carry out a full survey of the culvert and drains in the area to ensure they there are no blockages. Please can I have your comments.

  • We're sending you this message to let you know that we've assessed the culvert condition and this does not require urgent repair and we have identified this location for a larger scale improvement scheme. We have carried out our jetting works and identified that all our drainage assets are cleared and running freely with no blockages. At this stage we are unable to give specific dates for this culvert repair both on Hall Lane and The Green but rest assured this is currently being looked into via our Drainage Asset Team. Thank you for reporting this matter.

  • Water continues to pour out of the base of the telegraph pole DP29 on The Green, Welbourn, LN5 0NJ (what3words - listen.given.condiment) whenever there is steady rainfall. When it is not raining, I have peered down the hole around the base of the pole where the earth has been washed out. This is about 9 inches in diameter. When you do this, one can hear the water flowing in the culvert below. One resident in the village has suggested that the telegraph pole has pierced the culvert which is resulting in so much water gushing out when it rains. BT were advised in mid Oct 2023 that the base of the telegraph pole had been washed out. They came and checked the stability and carried out stabilisation works, so I am advised. I would recommend that the County Council involve BT in any remedial works to sort the problem here and suggest that BT move the telegraph pole well away from the vicinity of the culvert.

  • On March 12th after 2 days of rain (not particularly heavy, no surface water problems) water is pouring out of a hole half way between the telegraph pole and the High Street, there is no water around the base of the telegraph pole this time, which is unusual. The water is pumping out at a rate of about a bucket ever few minutes, it is a large amount and is going onto the road causing damage to the road surface. The continual repair of potpoles in this area seems like a waste of money, when the source of the water should be targeted.
