Anilation of verge and damage to drain

Some years ago a bin wagon squeezed past a cattle trailer that was parked opposite my frontage, and took a good 2 to 3 ft off of the verge..l was promised at the time that highways would repair this...in more recent times my neighbours who have always been at odds with anyone who has resided at my property, have continually used the verge for parking for themselves, visitors, deliveries,visiting workmen etc....despite asking the police to ask them not to park on there, and being told they have agreed not to..this has continued , and for a second time the drain cover next to fire hydrant sign is one again badly cracked...l have to suffer pools of waternow gatherring there sometimes 20 ft accross, as water nows drains from the road straight onto my driveway...more recently the neighbours had a septic emptied and and the tanker once again removed a quantity of the verge and added further cracks to the drian cover...l rang the septic tanker company and thye took my name, number and details, and l have heard no more....now l pay my rates, all bar the discount for being a single person, l am disabled, l have always maintained the verges to the best of my ability, but the condition it is in now makes it impossible to run a mower accross it as it is churned up
