There is a sign advising road users travelling north-south of possible walkers in the road. However, there is no equivalent sign advising road users travelling south-north. Walkers should be expected to be waling in the road coming into Folkingham facing the on-coming traffic. Walkers walk on the A15 at this point to access the nearby public footpath, There is no alternative.

Walkers are walking on the side of the road where the sign will be warning traffic of their presence . No sign is required in the other direction.

I believe that there is a misunderstanding. Walkers exiting the public footpath usually walk in the direction of Folkingham. To do this in accord with the Highway Code walkers cross the A15 and walk on the road in a north-south direction facing on-coming traffic. There is no sign warning motorists to anticipate walkers walking north-south. There is a sign advising motorists to anticipate walkers walking on the road in a south-north direction thereby facing on-coming traffic. Such walkers are usually intending to access the public footpath.
