Drains outside property

Concerning Drains in lane outside my property. There are two drains in the lane outside my property. Looking into the drains I see that there are outlets facing my property. I would like to know where the water drains off to when the water table is high. I am concerned because last autumn/winter 2023/24 water entered my house flooding the ground floor. This happened twice. During the storms. This problem has happened before I bought my property and the water entered through ground and wall levels at the same places. I was informed that the problem was resolved by the council who was at fault but clearly something is still wrong with the drainage. There was no general flooding in the immediate area at the time but the water tables were very high. I would like to have the drains inspected please and to be informed where any surplus water is draining to and to be confident that the drain outlets are not draining to be directed beneath my house. I would like to meet with an inspector or surveyor of the drains. I do not wish to be flooded again and at the expense of losing groundfloor carpets and furniture. Please can this be investigated before the next season's storms. Thankyou. Thankyou.
