Blocked drain problem

A few weeks ago, some workmen came to work on the small drain outside my front gate. I have been cleaning it out every year since I moved here 14 years ago. This morning in the torrential rain the drain was overwhelmed and water poured into my garden. This didn’t happen at the worst of storm Babette. They have cemented in the drain cover so I cannot now clean out the drain. Advice on how to get this remedied please.
