Manhole/drain cover on road/cycleway problem

I was travelling along Union Road in the direction of Burton Road . I am familiar with the speed bumps as I live on Carline Road. I according approached the final speed bump with caution , travelling at approximately 5 mph. As I went over the speed bump the car appeared to lurch to the left as it descended and the left hand front side tyre dropped to the ground taking the full weight of the car on it as the speed bump brickwork had broken down leaving an unnatural dip in the road .
