This is Located opposite Croft Street Community Centre, on the patch of grass outside the Council Flats (between Baggholme Road and John Street). This occurred about 2 years ago; it was not found to be Anglian Water but if I remember Highways(?) Either way the water level is rising daily so it's rather urgent. Please see photo. Thankyou
