Lincoln Road, Dunholme - water flowing across road

Reported via desktop in the Flowing water, life or property at risk category anonymously at 12:20, Friday 28 June 2024

Sent to Lincolnshire County Council less than a minute later. Council ref: 2810893.

Water is flowing from the garden of 1 Lincoln Road. It is covering the full width of the pavement along a dropped kerb with tactile paving blocks. The whole footway is covered with mud and algae making it extremely treacherous to walk on. The water flows across the full width of the road into a drain on the opposite side of the road.

I believe this is from a spring that is connected to the surface water drainage system leading me to believe the surface water drainage is blocked.

The f/way is on the way to the nearby school and children are constantly slipping on this and several have fallen into the road a few feet from a junction with severely limited visibility.

Anglian Water have stated this is a Highways issue due to the impact on the f/way and the connection to surface water drainage.

  • The slippery footpath remains a serious issue. A large amount of algae has formed across the whole width of the path. When walking my daughter to school, I had my baby in a carrier sling. I slipped in the water and algae and was able to manage not to fall whilst carrying my baby, but have seriously hurt my back in doing so.

  • From the notes posted above it would appear that no action has been taken to deal with this issue. The area in question has been subject to water run off from the property of 1 Ryland Road over a number of years.. A previous occupier of the property used a submersible pump to draw off the excess water which incidentally comes from a well in the garden of number 1 Ryland Road. However the problem has continued for over a year. The footpath is covered with layers of wet fine soil and algae which is very slippery. The area is at a bus stop and when alighting from the bus you have to wait for the bus to move off before you can proceed into the roadway to pass what is a potential danger. In winter time the water which covers nearly the whole width of the road surface freezes and is particularly dangerous for both pedestrians and motorcycles. As has previously been mentioned the footpath in this area is used by children who attend both St Chad's Primary School and William Farr Comprehensive School. The Anglian Water Authority has placed small signs saying Anglian Water Aware but I assume that is an attempt to reduce the number of calls being made to them. Who is responsible ?? I understand that the landowner has primary responsibility but i suspect that the Highway Authority also has a duty of care to road users. I would be grateful is you can provide me with an update as to what the Highway Authority intends to do to resolve the matter. I look forward to hearing from you. • I refer to my report posted at 17.03 Friday 2nd August 2024. I wish to report that an elderly gentleman alighted from the bus at the location where the footpath is contaminated and slipped on the sledge and fell onto the footpath. I have checked on the condition of this gentleman at his home address on Lincoln Road and whilst shaken he was otherwise uninjured. From your updates it would appear that the work has been allocated to resolve the issue but the situation continuous. I have previously reported that matter to my local district councillor (Cllr Paul Swift)/ Can you please advise as to when the problem is likely to be resolved. David Rosier
