Roundabout at the bottom of Foxby Hill

Sent to Lincolnshire County Council less than a minute later. Council ref: 2812197.

I think the roundabout construction at the bottom of Foxby hill is a major problem for road users, is there any penalty clauses for work that should have finished in June and it could be September, why are they not working weekends to complete the work ?
