Following extensive research by our Legal Services team it has been established that this part of the public highway is for pedestrians only. Therefore the planters are not causing an obstruction for the public using the route on foot. Vehicular access is for private vehicles only therefore. Any third parties that believe they have access rights via motorised vehicle will need to take civil action therefore to have these proven and established. Thank you for reporting this matter.
