Possibly plaster as I saw a workman emptying their bucket into it several times.

We’re sending you this message to let you know that we've inspected and acknowledge that this gully/system is blocked, but because it is not causing a serious highway safety or property flooding issue we will not be ordering work at this time. If this deteriorates significantly then please report this again to us and we will investigate further. Thank you for reporting this matter.

You acknowledge this drain is blocked, yet won't be ordering any work? Why are our drains no longer routinely maintained? Can you please tell me the date they were last cleaned/ serviced.
I have attached a photo from last October where you can see the devastation caused by the flood. Yes, the rain was "unprecedented" but according to residents that have lived here for over 50 years they don't believe this road has ever flooded. As a family that are still out of our home nearly a year on due to flood damage, it would be reassuring to know that our drainage systems are being routinely maintained and not left to "deteriorate significantly" before anything is done.
While I appreciate the flooding was extreme. If the drainage system had been properly maintained, it may have given residence a little more time to place sandbags. Without any means of escape for the water, it will just turn roads into rivers.
Please reconsider, dismissing this issue!
