Blocked drain outside the Paddocks

Sent to Lincolnshire County Council 1 minute later. Council ref: 2819035.

The drain remains blocked and water is not able to flow between the two drains, I understand that a person came and cleared the drains but found them to be blocked under the ground where they had no access to clear this. This has been going on for a year now and still the drain is not flowing, last October we had flooding and this part of the drainage system is still blocked.
