Blocked drain, ignored over a year ago?

Sent to Lincolnshire County Council less than a minute later. Council ref: 2819252.
Local litter picker reports this blocked drain outside javelin, when reporting, it appears it has been reported to you over a year ago, so why wasn't added to your scheduled cleanse ?

The County has received a large amount of rainfall in a short space of time and as such we are having to prioritise flooding sites which pose a risk to life or significant risk of internal flooding. It’s worth noting that at times of extreme weather even well-maintained drains can become overwhelmed and at the moment road gullies may not be able to drain away into watercourses which are full or backing up, including sewers. If the problem happens again but in less extreme conditions then please report this to us and we will investigate the issue again. Rest assured that we will be inspecting all drains and gullies in the coming weeks once the emergency is over. Thank you for reporting this matter.

Exteme weather is subjective. We have had a light constant drizzle, not mass floods, your drains should be able to cope with this, like the one the other side of the road, which works fine. Work is required.
