On the entranceway of the footpath leading towards the front of the houses on the walk

The picture shows the light on. However it’s on and off all the time it’s one of 2 lights at the back of this street and with it being darker it’s quite scary. It has been like this for a month I’d say. It needs fixing I’m epileptic and I’m sensitive to flashing lights especially one outside my property
