Drain at the bottom of Horncastle Hill

After the work was done at the corner higher up the hill we still have a lot of water after heavy rain (photo 1), and I think the silt has now completely blocked this marked drain. In photo 2 a couple of days after 20/10 the hill was drying out but there was water coming up and out of the drain and flowing down to the war memorial in 2 streams either side of the road.

1st photo taken on 25th November showing that uphill north is dry but downhill is not due to water emerging from the drain. 2nd photo showing drain between Old Manor House and farm track (behind the 2 gates under the hedge) filling up as water cannot drain down to the road.

We live at Ivy Chimneys, next door downhill to The Old Manor House (which is a listed building). The drain identified above is as mentioned broken, and part of it is now lifted upwards, causing a potential dangerous hazard if a vehicle had to pull in over it to allow another vehicle past (very common on this narrow lane). In addition: this drain, even if repaired and cleared, would not properly drain the downflowing water stream: this is because in the several metres upstream of the drain, there is a buildup of compacted gravel, silt and mud which is deflecting the downward flow away from the drain, and further across the road. This means that the water coming down to "our drain", ie the next drain down the hill, is far more than would normally be the case if the above drain was collecting the water properly.

The drain cover has now broken leaving a large hole which is incredibly dangerous

The drain does appear to have been worked on , maybe this morning? Water level in the drain is down and water no longer flowing out of it. Also water level in the ditch beside our hedge has gone down a lot.

Thank you for the warning cones.
I’m not sure what has been done about the blockage. After last night’s rain water is now gushing quite strongly out of the road drain hole (1), has backed up to the drain behind our gates (2), and is now gushing out of a storm drain cover under our hedge at the front, to the right of the planter.
