Blocked drain on roundabout

Sent to Lincolnshire County Council less than a minute later. Council ref: 2824193.

These have been blocked full to the top for a long time. So much so the original reports have disappeared. I imagine they've been blocked 3 years and existing reports state they will be cleaned on the next "schedule of works". Considering the gulley cleaner was present in louth last night at 9pm it hasn't cleaned any of the drains that can be seen to be blocked from the cab of a lorry, let alone from human inspection height.

We are sorry but we are not taking immediate action with this report because we've inspected and acknowledge that this gully/system is blocked, but because it is not causing a serious highway safety or property flooding issue we will not be ordering work at this time. Thank you for reporting this matter.

So it's been blocked for a few years and your yearly cycle of works hasn't managed to clean it out, and you're admitting fault yet still won't arrange to have it cleaned? What are we paying you for exactly?
