Someone keeps dumping things down the side of my flat, I don't know who it is because it happens when I don't see anything, mostly at night time. I have 2 young children and we often use the passage way down the side to the bins or the car. There is rubbish blowing out of the bags where I believe the cats have been ripping the bags open.
