New pedestrian crossing

The time to take for the lights to change to red to allow pedestrians to cross is waaaaay too long!
As a driver, I've seen this happen multiple times. Pedestrian presses button, over a minute later nothing has changed so they spot a gap in the traffic and get across the road. Then the lights eventually change when no one is there.
Why don't the lights change as soon as the button is pressed? Surely that's the point of changing them from a zebra crossing to these slow lights
