  • Although a member of your team came to assess the problems we are having in Chapel Lane/Jacobs Close he unfortunately hasn't offered much of an explanation other than sheer volume of water due to the weather. Anglian water inspected the pipe yesterday and said there seemed to be a problem between one drain just outside Jacob's Close and one further down Chapel Lane. Your colleague offered no option of looking into this. He instead just took pictures on his little tablet. I don't understand how, just by coming and LOOKING at something that's underground, how he can summise from this that there is no problem? This has happened 3/4 times now in the past year but has never previously been a problem even during MANY other episodes of heavy rain!

  • Something needs to be done about this. Looks like the council come around clean the drains out, take a picture and say “jobs done”. That definitely is not the case, once anyone comes to see what’s happening the water levels have dropped and think there’s no real issue. Please see attached photos. The water is running from benson court around the back of all the properties on the west side of Jacobs close and flooding the end of the cul de sac - then affecting the properties at the end. A new road has been laid with a soakaway system to drain away the water but this cannot cope with the amount of water that is coming from the benson court area. The road which runs parallel with chapel lane (grange lane) also suffers from the water issues that is coming from benson court way and also the green and a16. Looking online this has been brought to the attention of the council many times since before the new houses on Jacobs close have been built. The drainage for the whole area should have been looked into (or supposedly was) before any housing plans were accepted and approved. It is obvious that the drains in the area cannot cope.

  • The new Jacobs Close developments site investigation report required the ground to be tested to ensure its was suitable for the infiltration surface water drainage system that was to be installed . Thus included soakaways beneath the new road for the new individual dwellings. However the ground petcolation testing concluded the ground on the development was not suitable for the use of soakaways as the ground was impermeable boulder clay. None the less the siakaways were still installed. Therefore the surface water has nowhere to go and flooding occurs on the development and beyond its boundaries. Grange Lane has never flooded to such an extent until the new development was built.East Lindsey District Council approved the unsiirable drainage scheme which uses soakaways despite the required ground testing as part of the site investigations at planning stage The surface water on the new development is not connected to the public surface water drainage network owned bh Angluan Watet and all surface water is disposed of onsite beneath the road . ElDC however now refuse to take any action to addrets his due to them approving the infiltration drainage sscheme. The more people who complain formally to chance of getting them.to take action.

  • In addition. The above ground drainage ditch which runs along the boundary of Bendons Court and thr new part of the Jacobs Close development , to the rear of the last new house on the right at the end of the new road on the development . Platform Housing who own Benson Court are aware and have confirmed that they did not fill in the ditch which now forms part of the new house's back garden since the drainage ditch was filled in . The substantive issue causing the flooding on the development and beyond its boundaries is due to the unsuitable soakaway infiltration drainage system that has been installef on the new part of the Jacobs Close development. The drains on Chapel were all only cleared according to LCC Highways in November last year.
