Sent to Lincolnshire County Council less than a minute later. Council ref: 2830307.
3 new trees were planted by the councils fee years ago to replace a diseased tree which was cut down. Unfortunately it was not treated properly after it was cut down and the stump has now grown again to the size of a straggly tree, this is forcing the new tree nearest to it to lean sideways towards the street light. Could the old stump be removed which will then allow the new tree to grow correctly.

I have just received an email from SKDC planning department, I don't know why it has ended up with the planning department as it's nothing to do with them. I am asking if the stump could be cut down by the council as it was not done properly originally and it is growing in to the new tree planted to replace it
