Damaged dyke, ditch or culvert problem

A pipe from rear of the garden and then goes in to the river. The flap is meant to shut when the river is high but this isnt happening and the river comes up the bank and into callers garden. The water is coming out of a manhole half way down the pipe. Where the pipe ends, there is a wall built. The wall has collapsed
