Ass you can see from google photo in 2009, the hedge is already growing past the gate (boundary) and starting to obstruct the pavement. it is now encroaching the pavement by two to three feet from the boundary. this can be seen through the hedge by the iron railing fence. the pavement is now a single file access when it should be ample for three people to walk abreast. I would estimate that the hedge has not been cut back since this photo in 2009 so you can imagine the increase in encroachment over the years. it should be trimmed back to the boundary as its causing issues especially to wheel chair users and prams.
