Footpath between the houses and the farm

This problem has been reported more than once in recent years. The tarmac path surface has disintegrated in a number of places. It should have been fixed when the road was resurfaced not long ago. A number of elderly people live in the area. Presumably the council would be liable if one of them loses their footing.
