Sent to Lincolnshire County Council less than a minute later. Council ref: 2841465.

Someone from the council has been sent to clear the drains. There are nine of them, four have been cleared. Five have been ignored. On each of the four that have been cleared a small raised strip of grass has been left which prevents any water from going down the drain. Just how many IQ points are required to be able to do this job? As a tax payer, why am I having to pay for this to be done twice?
