Important drain blocked again! This needs regular maintenance and monitoring. I have complained repeatedly, but it’s always blocked!

This is a photo of the drain (you can't see it, can you) during some rainfall an hour ago. There is no water falling into it - whatsoever. The problem has NOT been fixed. Please can you do something about it. The drain on the other side of the road where the blocked drain runs into has very little water flowing through it.

If you emptied the drain on 6th May how come it’s filled up completely in under 3 weeks?
