Corner of vicarage lane and mill hill

The builders have moved the grit bin and waste bin from it's original position to across the road onto mill hill. The bin is for people sat on the bench and the grit bin is for the top of vicarage lane when it's icey. It will be very dangerous having to cross mill hill with a shovel full of grit. Can anyone move these items without permission ?
