Debris from drains left flytipped on road, right next to the drains it has just been removed from

Why have the drains been cleaned and the debris removed from them been left on the road right next to the drain? What wise-guy thought it'd be a good idea to let it wash back into the drain when it rains?! A new level of incompetence displayed! Is this now classed as flytipping?

But you cleaned the drains and left the detritus from said drain next to the drain for it to wash back in? Does this mean you have flytipped? This also means you are responsible for it prematurely blocking up, feathering your own nest some may say!
