Good Afternoon,

(This is a messaged copied and forwarded to you via here. I was in touch with ELDC over the weekend and they’ve passed me through to here).

I start this email with deepest concern. Last night (27th June 2025). I was greeted by your teams installing fibre in Orby, Skegness. Having asked them what was going on I was greeted with the strongest smell of marajuwana and told to ‘F-off’. With such hostility I did so, I was walking across the village hall car park (a public place) to go to my home. Where I was then treated with a fall down an unsecured hole, on the main road as you can see in the images. I have fallen down the hole in the darkness and really hurt myself. As you will see from the photos (I have more photos but your portal will not allow me to upload anymore than these attached). There were no measures in place protecting this open excavation from the car park side, a route I take my dog on every twice a day. Granted there were barriers on the roadside as you would expect from a two way signal closure. But at the very least you would expect barriers securing the excavation pits from a publicly open side of the works!

I confronted your staff about the incident and was told ‘it’s my own fault for not looking’. It was roughly 2am at this point and obviously pitch black.

Having worked personally in the highways industry for 10 years I know a poor unsecured site when I see one. No protection on the hole, no management or supervisors on site (I had to wait for someone of responsibility to arrive). Just rude traffic management operatives.

I attach the pictures of my injury and poor site welfare and security arrangements.

I want answers and I will be pursuing this matter through with the HSE and reporting through the correct channels.

I expect somebody to be in touch very quickly.

  • Great news, we’ve had a look at the issue and we have now passed to our Highways Officers for the team to assess what can be done to resolve the matter. We’ll let you know when the assessment has taken place.
