Pull in/Layby/roadside parking

Sent to Lincolnshire County Council less than a minute later. Council ref: 2848469.
An existing road layby/overflow street parking spot between short lane and long lane in Ingham has been suddenly filled in with topsoil. This does not seem right or the works carried out by highways. Confirmation if the work was carried out by highways or by a local resident would be good. And if this spot is public right of way or private land. Local residents often use this spot for turning round or parking for visitors

Great news, we’ve had a look at the issue and we have now passed to our Highways Officers for the team to assess what can be done to resolve the matter. We’ll let you know when the assessment has taken place.
