Footpath 159 from West drive going north for 1-200m

I am writing to ask Lincolnshire County Council to arrange for the southern end of footpath number 159 to be cut please. The southern end of the footpath where it joins West Drive lies low below the road surface of the new houses in Upper Walk Close and runs alongside New Ten Acre Covert wood. The first few hundred meters of the footpath going north from West Drive is overgrown with long grass, and brambles are beginning to grow over the path making it difficult to walk down. The bank side is fine but the bottom of the ditch by the green newt barrier is the area that is difficult to pass. I don’t know who is responsible for maintaining the footpath in a suitable state to walk down in this area but I would be grateful if you would ask whoever it is to cut the grass and brambles back so the footpath can be used. Thank you. I have included a photograph of the overgrown path so you can see where I mean. The brambles don't really show up on this photograph. The long grass and goose grass are shedding seed which is a particular problem for me and my dog who are both covered in seeds after walking down this section. When the grass is wet so are your legs up to your knees/thighs after walking down the path. The footpath passes through a kissing gate and from that point going north the footpath grass has been cut back this year so is easy to walk on. The path just needs to be cut south of the kissing gate in to the field to the kissing gate at West Drive. This section of footpath 159 used to be cut by the developers of the new houses in Upper Walk Close but since these houses have been completed the footpath hasn't been cut. I presume whoever owns the land is responsible for maintaining the foot path. Please would you ask the owner to cut the grass and brambles on this overgrown footpath. Thank you.
