Damaged dyke, ditch or culvert problem

Has leaf litter and rubbish in it, water not flowing.
Also trees growing out of it on the carriageway side of it.
The bridge over the ditch to access the property is supported by what looks like sandbags filled with concrete - these are deteriorating.
