Potential drain blockage

Please could you tell me who is responsible for clearing up hay from the main roads. There are some trees which overhang the road and when the hay lorries go past a) they break the branches off and scatter them over the path and road making it dangerous and unsafe for both pedestrians and vehicles and b) the drains are blocked by the hay which fall off the lorries as they pass these trees. If it rains hard the water will pour down Dunholme Road but it won't be able to run off the road because of the blocked drains. Many thanks.
