Problem at other roadworks problem

Council ref: 1819497.

Site is showing as Quickline. TTL's not working ER attended and Board said AW and TTLs was CTM. Unable to find any emergency contact details for either and Called AW and they have no record of any site. Could this be investgated and OHD provided with emergency contact number for works
