40mph speed limit sign as you come down hill towards roundabouttravelling north

Sent to Lincolnshire County Council less than a minute later. Council ref: 2857732.
Coming from Wragby I turn left at the A157/A16 roundabout. As you travel north east on the A16 and go downhill towards the next roundabout there are 40mph speed signs. Once inside this limit the very next lamppost on the east side of the carriageway shows a "national speed limit" repeater sign. Should this repeater sign be removed or are you restoring the national speed limit? Thanks.

They erected new posts with illuminated 40mph signs off elkington roundabout years ago and the lights have never worked since being installed, after numerous reports they still don't work! Lincolnshire county council are not fit for purpose
