Water standing underneath the railway bridge

Sent to Lincolnshire County Council less than a minute later. Council ref: 2864131.
There has been water standing under this railway bridge on Moor Lane for some time now. There is an existing report for this, but it has not been dealt with and the water is getting deep deeper. It would appear that the problem could be solved fairly quickly as it seems to be being caused by a blocked drain.

As of last night the road under the bridge was still flooded! My guess is whatever soakaways there are under the bridge are blocked with soil and stones washed down from the fields. Why is this issue taking so long to fix? Is there not a service level agreement that says you have to fix issues like this within a certain time or they get upgraded to urgent? The brickwork for the bridge is absolutely soaked which cannot help the structure. Please advise and urgently fix the flooding which was reported over a month ago now. Many thanks
